Zoning & OCP

The proposed rezoning of 2555 Cumberland Road supports the creation of a thoughtfully planned, mixed-use residential community in alignment with the City of Courtenay’s Official Community Plan (OCP Bylaw 3070). Currently designated Urban Residential in the OCP and zoned R-1A, the site is significantly underutilized given its location and potential. Rezoning is being sought to allow for a broader range of residential housing types—including single-family homes, rowhomes, and apartment buildings—to better meet the community’s diverse housing needs. The vision is to deliver a compact, walkable, and environmentally sensitive neighbourhood that contributes to Courtenay’s long-term housing strategy.
