Proposed Rezoning
The proposed rezoning of 2555 Cumberland Road, Courtenay will transform an underutilized property into a thoughtfully planned, mixed-use residential neighbourhood. Guided by the City of Courtenay’s Official Community Plan (OCP) and the Arden Local Area Plan, this project introduces a range of housing choices, preserved natural areas, and community amenities that support sustainable growth.
This is more than a subdivision—it is a plan for a complete neighbourhood that balances homes, green space, mobility, and environmental protection.

Project Vision
The vision for 2555 Cumberland is to create a neighbourhood where people of all ages and life stages can find a home that fits their needs, all within a community designed to be safe, connected, and close to nature. Key elements of the vision include:

Diverse Housing Choices – single-family homes, duplexes, rowhomes, and apartments, designed to support affordability and aging in place.

Environmental Integration – wetlands, mature trees, and streams preserved and enhanced within green corridors and public parkland.

Walkable & Connected Streets – pedestrian-friendly roads, sidewalks, and trail linkages that connect seamlessly to surrounding neighbourhoods and future transit routes.

Community Amenities – a central neighbourhood park with playground, an elevated walkway through wetlands, and pocket parks for recreation and gathering.

Sustainable Infrastructure – green stormwater systems, bioswales, and energy-efficient design integrated into the neighbourhood fabric.
